1. Where does the County advertise its Bid Opportunities?

The County of Simcoe may choose to advertise current opportunities through local weekly newspaper advertisements in the Barrie Examiner and Barrie Advance, as well as their affiliated publications within the County. However, PF&P's  web page is our primary tool for communicating current opportunities, so please check back often or sign up for our automated e-mail notification system"Tender Alert".

The County of Simcoe is not liable for the accuracy of information obtained through any on-line or other advertising source.

2. Are documents available for download?

With our e-mail alert process, vendors may submit their name and e-mail address on-line. Our automated system within the County will then inform all "enrolled" vendors, via e-mail, of current opportunities which can then be downloaded directly from the Internet. Vendors who are already "registered" with the County will also enjoy access to the new on-line features

 

3. What if my bid is late?

It is the bidders responsibility to insure that a bid/proposal is physically delivered to the correct location, prior to the time and date specified in the document. Late bids will be returned unopened.

4. How can I participate in your tender opportunities?

With our Tender Alerts process, vendors may submit their company name and e-mail address on-line.  Our automated system within the County will then inform all "pre-registered" vendors, via e-mail, of newly posted opportunities.

5. If I've registered for Tender Alerts will I have access to the opportunity?

No, you must register for each opportunity as offered.  Each Opportunity has its own unique password that is ONLY obtained by registering for the specific opportunity. Once you have successfully registered the password will be e-mailed to you.

6. I have a question regarding the specifications, can I get an answer from the buyer?

Any question concerning the bid should be directed in writing to tenders@simcoe.ca  or via fax at 705-720-1078. Correspondence should include the bid number and the opening date. No interpretation will be binding, unless provided to you in writing.

7. Will I get a signed contract from the County?

The Form of Tender containing the vendor signature, constitutes an offer to the County. If a contract is required you will receive a signed copy and a purchase order, containing the authorized signatures. These documents  constitute the acceptance of the offer and together, these documents are binding agreements.

8. We have more than one division of our company doing business with the County. Do they need separate vendor applications on file?

If each division has its own Accounts Receivable mailing address and functions as though they are different companies, it should have a separate vendor application on file. 

9. The Invitation to Bid document has a mandatory pre-bid meeting and site visit. Do I really need to do that?

Pre-bid conferences and site visits are mandatory and tenderers not in attendance shall be disqualified from the bid opportunity.

10. What does it mean "taking exception" to a bid specification?

Whenever you deviate from a clause or specification in the bid document, it will almost always disqualify your proposal. What this tells the Procurement Professional is that your firm cannot comply with the minimum requirements of the bid. Where your proposal exceeds the minimum requirements, it is not considered "taking exception."

11. Can I deliver goods and services to a County department before I receive a copy of the purchase order?

No. Delivering goods and services to the County prior to receiving a purchase order will result in delay of payment.  All invoices must reflect a valid purchase order number.  The only exception would be when payment is made by VISA.  All delivery of goods and services must be accompanied by a packing slip that reflects the current purchase order number.  Invoices received without the appropriate purchase order number will be returned to you.

12. How can I obtain the results  so I know what the other bids were?

The results will be posted on our web site after verification of all submissions.

13. If the document  includes the broader sector clause, do I really have to extend the pricing, terms and conditions to the municipalities?

Yes, when you submit your bid you agree to extend the same prices, terms and conditions to other County government agencies who wish to access the County established contract.
